He has overseen the growth of the state lottery into a $4.4 billion enterprise that in 2005 returned a record $936 million to cities and towns in the form of local aid. Working with the legislature, Cahill steered the creation of the Massachusetts School Building Authority, which was crafted in order to streamline reimbursement of funding for new schools and help get long-delayed projects off the ground. He has also succeeded in his role as chairman of the State Pension Reserves Investment Trust, which has climbed in value from $26 billion when he took office to $40.2 billion today, outperforming 95 percent of peer funds and easing the Commonwealth's unfunded pension liability. Cahill was elected Treasurer after serving as Norfolk County Treasurer from 1997-2002 and as a Quincy City Councilor from 1987-2003. Prior to his career in public service, he ran a successful small business and authored a book about local business leaders.
