Casino Regulatory Manager

The Massachusetts Gaming Commission (MGC) seeks to hire a Casino Regulatory Manager assigned to the Plainridge Park Casino in Plainville, MA.  Under the direction of the Gaming Agents Division Chief, this position is responsible for the direction and review of the activities of the Assistant Casino Regulatory Manager (ACRM) and the Gaming Agents at a licensed gaming facility.  The individual will be responsible for establishing and maintaining professional relationships with the operators and managers of the casinos, and for maintaining constant communication with the Gaming Agents in their assigned casino. The Casino Regulatory Manager will also work closely with state and local law enforcement agencies. This individual will oversee regulatory investigations and the preparation of complex, detailed reports. The Casino Regulatory Manager will work closely with the ACRM and Compliance Coordinator to establish regulatory oversight through operational reviews, inspections, and assessments.  
 
Duties and responsibilities include, but are not limited to, the following:  

  • Review the policies, procedures, and operations of the gaming establishment and confirm compliance with statutory and regulatory requirements across all aspects of casino operations.
  • Supervise all Gaming Agents at the gaming establishment; evaluate the work performance of Supervising Gaming Agents; offer training recommendations and/or development plans; and review submitted evaluations of Gaming Agents by Supervising Gaming Agents to ensure fullness and finality.
  • Assist the Gaming Agents Division Chief with the creation of policies and procedures; recommend regulations, policies and procedures in order to improve the effectiveness and productivity of the Gaming agents team; identify deficiencies in casino internal controls and recommend appropriate changes; provide input into all gaming floor and back of house change requests as well as new gaming floor layouts; and assure that all SOPs and Organizational Procedures and followed.  
  • Monitor the certification process of all gaming revenue in the gaming establishment.  
  • Receive and review daily surveillance and security reports to monitor the establishment’s activities; review reports and supporting documents prepared by Gaming Agents.
  • Review and resolve complaints from the public, licensees, and other gaming officials; work closely with MGC attorneys on all enforcement actions; and provide necessary testimony to appropriate hearing or court proceedings  
  • Assure that all criminal activity in the casino is referred to the Massachusetts State Police Gaming Enforcement Unit (GEU); communicate and cooperate with police assigned to the GEU to ensure effective and efficient regulation; assist in detecting and properly investigating any violations of gaming laws or regulations; and prepare and submit reports of all violations to the Gaming Agents Division Chief. 
 
Skills and Qualifications:  
  • Demonstrated expertise in the areas of gaming equipment, rules of the games, count room operations, internal controls, casino surveillance, and security operations. 
  • Familiarity with or exposure to methods and techniques of criminal and/or regulatory investigations.
  • Understanding of the operations of gaming establishments, casino games, and devices.
  • Experience with a casino regulatory agency, and casino opening processes.
  • Demonstrated ability to lead and motivate a diverse team, and proactively collaborate with staff to address concerns or resolve issues.  
 
Experience, Education, and Training:  
  • Bachelor’s degree and a minimum of 10 years working in an office or casino environment, with a minimum of 6 years of experience in a casino or casino regulatory agency.

The successful candidate must pass an extensive background check conducted by the Massachusetts State Police.  It includes a full credit check, CORI (Criminal Offender Record Information), fingerprinting, drug test, reference checks, review of IRS Income Tax Transcripts for the last four years, and a Certificate of Good Standing from the Massachusetts Dept. of Revenue (DOR).
 
The Massachusetts Gaming Commission is responsible for the implementation of the expanded gaming law (Chapter 194 of the Acts of 2011) and regulatory oversight of G.L. chapter 23K (casino gaming), chapter 23N (sports wagering), and chapter 128A (horse racing). Under these laws, the Commission is tasked with establishing a regulatory framework for the solicitation, licensing, taxation, and oversight of a maximum of three casino licenses and one slots parlor only license, the provision of in-person and digital sports wagering, and the live and simulcasting of horse racing in Massachusetts.
