These plans are foundational documents and establish the basis for the direction of the FHLBank Boston’s eight community investment programs, notably our Affordable Housing Program, two homeownership assistance programs, and our special purpose credit program supporting homeownership opportunities for people of color and first-generation homebuyers. In response to the Federal Housing Finance Agency’s report FHLBank System at 100, the 2026 Targeted Community Lending Plan will receive additional prominence in helping to chart our solutions-oriented mission-related products and goals. The Student Research Assistant will present their findings to FHLBank Boston’s staff and expert officials and practitioners who serve on the Bank’s 15-member Advisory Council, potentially impacting existing, and future housing and community investment programs. In prior years, student-led research has helped FHLBank Boston expand its knowledge and outreach on systematic housing inequities, racial income and wealth gaps, and innovative land-use policies to help increase housing production and housing choice.
